The available structure in today’s societies is instable and reaching sustainable development requires a new method and manner of thinking fir changing these structures.

General concept of environmental planning includes struggles for balance and coordination of human activities in the environment. These activities are mainly as constructional plans that human made for his benefit and in this way, environment planning should finally neutralize the negative effects of these installations and activities on natural setting and that is such that many supervisors are worried that human’s desire to industrial and economic development leads to damage to environment and therefore, these changes and quick reduction of natural resources will ruin human societies. There should be changes in the structure of political, economical and social systems. Ecological stability provides solutions which at first require reviewing related to urban development, housing, energy, urban designing, transportation, economics, and family, consuming sources, forestry, deserts and main values of our lives. Using recourses, guiding investments, orienting technology development and institutional changes are compatible with current and future requirements. The goal of this congress is improving and progressing in sciences related to civil, architecture and urbanization and should be developed along with social, economic and cultural progression of all societies and especially developing countries and supply five basic needs: consolidation of protection and development, supplying primary environmental needs of human, access to social justice, autonomy, cultural diversity and maintaining ecological unity.
