Designing and creating cities for optimal use of space to meet the requirement of people via proportionate and fair distribution of facilities together with promoting cultural and social level of societies leads to maximum use of development and sustainability of benefits outcomes. Architectural engineering and civil performance proportionate with climatic conditions of each region create conditions to prevent the energy waste and finally result in increasing national per capita. During recent years, sustainable development especially in cities has been considered a lot by scientific societies and is raised in two micro and macro levels. Quality of human life has direct relationship with his environmental conditions. Since many people are living in a place named as city which is place of establishing most of social, economic and cultural connections, problems such as environment crisis, energy, air pollution, noise pollution and traffic are some of the factors which can change and transform the human life. Management of urban affairs in current conditions is a very complicated duty which has no end. In this regard, for accessing sustainable urban setting and improving quality of people’s life, the cooperation of all governmental organs including assembly, companies and knowledge-based organizations seems necessary. Nowadays, urban affairs is not for executing specified pattern or plan while it is preparing and putting several supervising scales and using them. Finally it is necessary to identify and comprehend diverse revolutions in city and occurring environment as purposeful since if urban and environmental revolutions are not comprehended and proper strategy is not arranged for its governing in long-term, it will be transferred to basic threat for current and future generations. While if having recognized these revolution, optimal strategy is arranged, proper policies are planned and policy-making tools are defined and executive levers are recognized according to available conditions, we will find the creation of environment and development of dynamic, sustainable, effective and tolerable city focusing on exalted man.
